Abstract

The concept of hazardous processes has been the subject of extensive theoretical and practical debate in Venezuela since its introduction in 2007 as part of the country's regulatory framework. This work aims to establish clear and updated criteria regarding this theoretical construct and its implementation in occupational health practice in Venezuela, taking into account current legislation, the publications of Dr. Betancourt, and his perspectives as expressed in consultation with the researchers. The study was conducted using a mixed-method approach, combining documentary analysis, video content review, and a semi-structured phenomenological interview. It was found that this theory was first introduced in the regulations of the LOPCYMAT in 2007 and incorporated into standards NT-01-2008, NT-02-2008, and NT-03-2016. In all cases, the concept of “hazardous processes” was included in isolation, without reference to job position analysis—its inseparable contextual framework. The study concludes that this is a theoretical framework designed for identifying hazardous elements within the work process, as well as positive elements and manifestations of well-being, but it does not constitute a working methodology. These concepts have led to considerable confusion, both etymologically and in practical application, due to their ongoing evolution (the author has published new perspectives that have yet to be reflected in legislation), as well as the lack of specialized training for legislators and occupational safety and health professionals.
